Go to Miscellaneous and at the very bottom change the time to 20>10seconds.

Umm what banlist do you use cause I use 3.0 and under Preferences>miscellaneous and the very bottom there's only reservation settings.. is that it it shows a blank where you fill and beside it says humans.. is that it?
